A language pack must be created in the special format determined by the internal structure. For Unix version of Plesk these are RPM or SH packages. At the present moment, Plesk for Windows has no interface for uploading an LP through the control panel interface. The LP can be installed only manually, that is why LPs for Plesk for Windows can be distributed in any form.
